African Institute for Development Policy (AFIDEP) is supporting the “National High-Level Dialogue on Domestic Resource Mobilization for Sustainable Health Financing Towards UHC” on 26–28 June 2023 in Nairobi.
The dialogue aims to mobilise national stakeholders to assess and review the health financing strategies, jointly assess progress, identify challenges, and build consensus on health financing reform priorities or actions that are technically viable, politically feasible and will accelerate progress towards sustainable and effective domestic financing of health in Kenya and contribute to the Africa Leadership Meeting commitments. The event will officially be launched by Kenya’s President Dr. William Ruto.
AFIDEP, through the Advance Domestic Health Financing project, is supporting the government of Kenya to realise sustainable and effective domestic financing of healthcare. The Institute provided technical support to the Council of Governors (CoGs) and County Executive Committee Members Technical Thematic Committee on Health Financing in developing and endorsing county positions.
In April 2023, AFIDEP supported the County Executive Committee Members Technical Thematic Committee on Health Financing on a sub-national level dialogue session. The meeting saw the development of a position paper that was forwarded to the CoGs for adoption.
In June 2023, AFIDEP partnered with the CoGs for a workshop for the CoG’s Health Committee. The workshop enabled the committee to fully understand the Africa Leadership Meeting commitments for increased and sustainable domestic investments in health. The Governors also reviewed and adopted the position paper on domestic health financing put forward by the County Executive Committee Members Technical Thematic Committee on Health Financing.
At the upcoming national high-level dialogue, the COGs and other stakeholders will put forth several recommendations including, but not limited to, streamlining services at National Health Insurance Fund and instituting funding mechanisms for the different levels of health facilities in the country.
The national dialogue comes against the backdrop of the health sector being allocated Ksh141.2 billion in the 2023/2024 fiscal year. The allocation reflects a significant drop of 5.6 billion compared to 2022/2023 when the sector received Ksh146.8 billion.
AFIDEP’s Director of Public Policy and Knowledge Translation and Head of Kenya Office, Dr Rose Oronje will be the Chief Facilitator during the second session on 26 June 2023 at 11 am – 12 pm. The speakers at the session will address more money for health, more health for the money, equity/increased financial protection, and leadership and governance.
