This report is a scoping and gap analysis focusing on Kenya’s health financing for pandemic preparedness and response (PPR). Published in February 2025 by AFIDEP and GLOBESOLUTE, it identifies significant challenges including insufficient and donor-dependent funding, declining budget allocations for preventive health services, and an overreliance on external financial sources. The report also addresses the impact of U.S. policy changes on health assistance to Kenya. Through a desk review and stakeholder consultations, it highlights critical gaps in coordination, domestic investment, and infrastructure within Kenya’s PPR systems, ultimately offering recommendations to enhance sustainable health security and resilience against future health threats.
