Inadequate investments in health by African countries remains the biggest challenge underpinning the weak health systems on the continent. This problem is compounded by persisting inefficiencies and wastages in the utilisation of the limited budgets for health. The acknowledgement of this problem has seen African leaders make commitments on increasing investments in health over the years, including the 2001 Abuja Declaration, and more recently, the 2019 African Leadership Meeting (ALM) Declaration. The ALM Declaration, ratified by 52 Heads of State of the African Union (AU), has generated notable traction and momentum among member states. 

Financing Surveillance and Pandemics Preparedness and Response (PPR) led by the African Institute for Development Policy in partnership with Globesolute is a six-month learning grant that aims to generate rich insights on pandemics preparedness and readiness (PPR) – what works, where it works, and how and why it works. This will inform the design and implementation of a longer-term project and increase country commitment to sustainable financing of surveillance and PPR. 

  • Evidence generation: Surveillance and pandemics preparedness and readiness (PPR) programme and financing scoping and gap analysis. Evidence generated will be validated by health financing Technical Working Groups (TWGs), surveillance TWGs, and other relevant platforms. 
  • High-level diplomacy and technical assistance to build on countries’ ALM momentum to strengthen surveillance and PPR financing. 
  • Regional-level engagement for domestic financing for surveillance and PPR programmes. 

The project will make the case on why the increased domestic investments to health need to prioritise surveillance and pandemics preparedness and readiness (PPR), as well as provide technical assistance to the governments of Kenya and Zambia on how to prioritise resource allocations to surveillance and PPR programmes.  

The project will operate with the following outcomes in view: 

Primary Outcome: Increased sustainable domestic health financing across member states for surveillance and PPR in Africa 

Intermediate outcome: Increased country commitment to sustainable financing of surveillance and PPR
